That is the layer3 interface. Unless there's been some radical change to 
the way IOS SVIs are configured while I wasn't looking?

(The OP said his management vlan was 2 and his router a 3750, so on the 
3750, typing the above will disable proxy arp on that layer3 interface - 
he'd mistakenly tried it on the switchport and of course it's not a 
valid command there)
