[c-nsp] public and private SNMP communities

Hello,

Our Cisco ATM switches has Routing modules (RPM), when these modules self
reload and they do that alot, the default SNMP community they have placed is
added to the configuration, i configure it to be restricted with an ACL,
when its added, the ACL is removed, i can put a perl script to keep logging
and adding it everyday, but i wish there's another way to do it, an idea
guys ?
