[c-nsp] 'wr' via TFTP sometimes fails

Works fine for me - only difference is that I always delete the row and
then do the "create & wait" before using it - eg.
 CISCO-CONFIG-COPY-MIB::ccCopyEntryRowStatus.9563 = 6
 CISCO-CONFIG-COPY-MIB::ccCopyEntryRowStatus.9563 = 5

But we don't have anything running "S" code, so it might be something
specific to that train.
