[c-nsp] CAT6500 12.1.13E strange sizes

Just recently i found out that one of our old 6500 (SUP2) was running IOS
"c6msfc2-pk2o3sv-mz.121-13.E15.bin" and it was 14.003.948 bytes in size.

After looking at CCO i found that the newest version in the same series is
"c6sup22-pk2o3sv-mz.121-13.E17.bin" which is almost double the size, 24.376.688 bytes.

Am i missing something here?
Is there any difference between "c6msfc2-" and "c6sup22-" versions?
