[c-nsp] Sup720 + EoMPLS type interworking

Gosh, I didn't think that subinterfacing non-OSM ports was possible on 
the catalyst, I wish I had known this earlier.

Since it didn't appear to work on Sup1a/Sup2 I wasn't aware the 
behaviour had changed.
