[c-nsp] High Cpu Utilisation: Cat 4006

You mentioned this being an 'L3' switch, but the output looks like CatOS.  Anyway, 'sh top' should be able to find the busiest ports pretty quickly.  Then check the spanning tree state for those ports/VLANs.
