I'm not sure is it (eompls between directly connected routers) supported, 
but at least it works :) 
Actually i have some eompls circuits between directly connected routers, 
and, even if PHP strips off top label, second one (with eompls circuit id) 
remains untouched, and traffic is decapsulated based on it.
