so long as you control both ends, route map all Video traffic via the one E1 and use a static route for other traffic.

PS.  you could also setup a class-map --> policy map on the video E1 for QoS.

Hi,
  
   I am trying to setup 2 E1 lines on a single 1721 router with 2 WICs. I would like to configure QOS on this 1721 router so that all traffic related to video conferencing should go via a single E1 utilizing 2 Mbps , and rest of the traffic should go thorough the other E1.
  
   What would be the best QOS method to achieve this?
