A few years ago, I tried to order a line between the 3rd and 15th floor in
that building - the only thing that would have worked involved three 
different hops - a hallway run to Switch&Data on the 15th floor, a S&D
link down to the 5th floor, and then a fiber down to Level3, which Level3
wanted advance payment for the first 5 years of the contract.  Although
that building is supposed to be telco-friendly, it's murder trying to get
between floors if there isn't an existing connection.

If Above.net and Switch&Data don't have a direct connection, the only
way may be to find a third carrier that connects to both.  There are
a lot of carriers in that building - call them all.  I know TimeWarner
Telecom and Looking Glass Networks are there, and though I don't recommend
them, ConEdCom (just purchased by RCN) is also there, but there are many
others.
