My primary question is "why would anyone want to do this"?

I've seen the capability documented in the IOS manuals, but never understood
the benefits.  Yes, it saves some effort in picking a suitable transit
network - but I think the operational hassles are far outweighing the
initial "find a transfer network" effort.
