[c-nsp] 3825 performance

Depends on the traffic profile.  I can fill a whole T3 with general IMIX
traffic on a 2821.

Cisco says not, but if you look at their routerperformance.pdf file,
you'll see that the forwarding engine in the 3825 is roughly equivalent to
a NPE-400...
