Routing protocols are ok, but no user multicast streams ingress or
egress. The customer this feature was done for has Multicast on
WS-X6704 modules, and in some systems have OSM modules linking to the
Internet that don't run multicast so wanted the efficiency of egress
multicast on the WS-X6704 modules, while preserving the investment in
OC48 interfaces to the Internet, where in this customer case they
don't run multicast.
