[c-nsp] Force PFC mode

Is there a way to force the operating PFC mode, when say a lower end DFC
is installed and is forcing the entire chassis into a lower operating
mode?
For example:
1 Distributed Forwarding Card WS-F6700-DFC3A SAL092823GG 0.551 PwrDown
3 Centralized Forwarding Card WS-F6700-CFC SAD0914089M 2.0 Ok
5 Policy Feature Card 3 WS-F6K-PFC3BXL SAD091407UA 1.6 Ok
5 MSFC3 Daughterboard WS-SUP720 SAD091300EE 2.3 Ok

PFC operating mode : PFC3A
Even with the module with the DFC3A forcably powered down, the system
still operates in PFC3A mode. A reload doesn't help it either, it still
comes up in PFC3A mode. I'm hoping there is something a little bit better
than "remove the card".
