[c-nsp] tftp-server work on 33M+ ?

When I ran into this problem, I needed to use rsh (can be a pain to get
working) or better yet, FTP. you may find that you need to do some sort
of intermediate upgrade to get an IOS/CatOS version that supports ftp.
