[c-nsp] BGP best path

Awesome... I was just having an 'inaccessible' for a bgp-multihop issue (6
hops!) - put a static route in place and all is good.

BGP considers a next-hop inaccessible if it can't find a valid route towards
it. 
In this scenario, the only route BGP seems to find for 64.152.195.33 is the
64.152.195.0/24 BGP prefix itself.
