[c-nsp] Input errors on SVIs (c2950)

We've seen a possibly related issue, where the SVIs would show a lot of
input queue drops, but it wasn't related to any queue drops on any
associated physical interfaces or load (CPU or bandwidth)
Ours was just cosmetic - never got to the bottom of it.
