[c-nsp] disable flowcontrol on 7200

I'm trying to disable flow-control on the GE port of a 7200 NPE-G1 (12.3.18), 
but i'm unable to do it when using the RJ-45 port.

"no negotiation auto" doesn't seem to have any real effect (CSCed05821 ?) and i 
can't find another way of doing it.

Any other idea?
