[c-nsp] IPSec IOS or hard

74xx can't do IPSEC in hardware.

Cisco recommends the 7301 in place of the 7401 and the 7301
can support a hardware encryption module.

Or get one of the ISR routers (28xx, 38xx) that have the on board
crypto module.

For the 72xx get a hardware module to do the encryption.

We don't even test any encryption without a hardware accelerator
for performance reasons.
