[c-nsp] Blade for 4506

Hi.

If you're running an older IOS release on your 4506, then the new blade
may not be recognised. You can still install it online without issue,
but the switch will call it something like 'unrecognised module', and
ignore it.

We encountered this when adding new WS-X4548-GB-RJ45 (10/100/1000)
blades to some 4506's that had been in service for several years.
An IOS upgrade, obviously, fixes this.
