[c-nsp] basic rate limit/qos config

i need to limit the amount of bandwidth on a serial interface to a
subscriber off a cisco 2600 series router. in the past, i used some
access-lists based on ports (kazaa, gnutella, etc) but since all that has
moved to port 80, those lists are useless. Ive tried googling for some
configs but to no avail. basically, i just want to give one interface the
lowest priority and all other interfaces higher priority. could anyone
suggest a config?
