[c-nsp] layer2 tunneling

Thanks for all of you for your kind information. We have a dozen of 
SOHO91 on stock, so this would have been the platform to build this 
service on, but since L2TPv3 is unsupported on them, we'll look for 17xx 
or 8xx routers.
