[c-nsp] Issues with role-based CLI views

I'm having issues placing users into CLI views at login using local auth. A 
basic test configuration such as the one below does not place user 'test' 
into view 'test-view' upon login as I would expect it to.

username test view test-view secret test

parser view test-view
  secret test
  commands exec include show version

-----------

IOS version is 12.4(3). Am I missing something or doing something stupid?
