[c-nsp] 4503 doesnt boot from 2nd ios in flash

Hi,
i wanna boot the switch with EWA6  ios , but even i used boot system comman d, switch still boots from first image(SG.bin). And because of its a backbone switch i dont wanna delete the first image.
i also change confreg
