[c-nsp] Support for 1000 VTY's?

I can't find any reference to this in FN and would've hoped it'd have
jumped out at me in release notes. It seems to have show up for
mainline between 12.3 and 12.4 (don't have anything left on 12.3T to
narrow it down) and also in Modular SXF.

     Router(config)#line vty ?
       <0-1180>  First Line number

It appears that 0..999 are VTYs, with the rest dedicated to digital
modems. Does anyone have pointers to documentation w/ caveats (going
from 16 to 1000 is quite a jump), supported releases, etc?
