It doesn't. You need to re-write DSCP of the packets to zero for it to
match, though this could present a problem for your downstream users if
they expect non-mutated DSCP. My favored solution is to group the
customer by IP address with ACL's in the class-map stanzas, and apply
this as an inbound policy on 'uplink' interfaces as well as their access
ports. This example might be applying the service policy to your
customer facing fast-e and the gig-e's facing your "core."
