[c-nsp] 3500xl sync time

Thanks to every one who replied.   "spanning-tree portfast" is exaxctly what
I am looking for.

Search for "spanning-tree portfast" - the delay is due to spanning tree
calculations.  If you're sure you're only going to be connecting host
devices, you can set each port to "spanning-tree portfast".
