[c-nsp] 7204vxr boot issue

I have a 7204VXR currently running 12.2(11)T11.  I want to move it to 12.3,
but.

I have:

16384K bytes of Flash PCMCIA card at slot 0 (Sector size 128K).
47040K bytes of ATA PCMCIA card at slot 1 (Sector size 512 bytes).

The bootflash is 8mb and holds:

Directory of bootflash:/

    1  -rw-     2536176   Oct 23 2006 06:24:55  c7200-boot-mz.120-28d.bin

Which doesn't seem to recognise ATA PCMCIA cards.. So first Q is . should it
be able to?

My idea was:

- Put 12.3 boot ios on the 16mb Flash
- Tell bootloader to boot that
- That boots and loads the 12.3 full ios off the ATA flash.

Would this work?
