[c-nsp] Copying image files to Sup32

Which version of IOS is less than 32 meg? I tried to download IP BASE and
its 48 meg...

Release 12.2.18-SXF6 
Size 48487364

I had a similar experience - I found that CatOS would crash when doing a
FTP. I ended up upgrading to IP Base first (which is under 32 MB) and then
using FTP to upgrade to a bigger IOS image (which worked).
