[c-nsp] WCCP and SQUID fragmanted packets

This works for me on FreeBSD 6.2-PRERELEASE, IOS 12.4(9)T on an 877W, and 
Squid 2.5.14 (installed from /usr/ports)... but...  WCCP v1, not v2, 
configured on the Cisco.  I haven't tried WCCP v2 or a newer Squid.

Cisco = 172.27.0.1
Squid = 172.27.0.2 (bge0 interface)

/etc/rc.conf:  (the .254 address is intentionally bogus)

   network_interfaces="bge0 gre0 lo0"
   ifconfig_gre0="create inet 172.27.0.2 172.27.254.254 netmask 255.255.255.255 link1 tunnel 172.27.0.2 172.27.0.1 up"

First /etc/rc.firewall rule:

   add fwd 127.0.0.1,3128 tcp from any to any 80 via gre0 in
