[c-nsp] Trouble with module in Cat6506E

The min CAT OS required for this configuration is CATOS : 8.5(1)
And Min IOS required is 12.2.(18)SXF.
 
If you already meet this criteria then there is a very likely chance that the
hardware might have been damaged in transit.
