[c-nsp] silly copy ftp question

I don't know why it's so hard to find the copy foo output decoder ring, 
but I was upgrading an IOS image the other day and got output like:

!!!!!!!!!!!!!!!!!!!O!!!!!!!!!!!!!!!!!!!!!!!!!O!!!!!!!!!!!!!!!!!!!!!!!!!O!

What problem do the O's above indicate?
