VPN CAM is chip in superman (or supertycho in EARL7.5) which can do (at
least) label lookup for aggregate labels, saving you from recirculation
in tycho itself in certain situations.
Now, there are hints in the CLI that it was supposed to be doing
explicit-null popping also, but it's definitely not doing that today,
it might be hardware restriction or changed goals during implementation
of hardware.
