sorry for not spotting this earlier: Your Virtual-template has no IP
address, so the resulting virtual-access lacks one too and IPCP fails
(the LNS rejects IPCP).

interface Virtual-Template1 
 no ip address

please enable "ip unnumbered loopback<something>" and try again..
