I would think they get it from trade-in. It's not like you
get a huge deal, but trade in is still used a lot over here.

Well, you can if you are a silver or gold partner...

I work for a small, new silver partner, and we still sometimes
buy from distributors, because they stock significant amounts
of hardware, which we don't. (And Cisco's lead times for even
quite common equipment is simply laughable).
