Totally. I had a NPE300  getting 2 full BGP tables, a DS3, uRPF and
exporting netflows
at traffic levels above 10 Mbit that was not pushing 70%. If CEF is on, on
all interfaces
then it could be features not supported by CEF. The "show interfaces
switching" command
is useful here.
