[c-nsp] Weird 2950 Issue

Hi there..

We have a 2950 that is randomly dropping a GigE connection ... this GigE
is pretty new and there's a another working GigE on the switch working
perfectly....

The GigE connects via multimode fiber to an Optera Metro 3500 for
backhaul to a Cisco 6509 switch.  The GigE drops for almost exactly 5
seconds before restoring service which is the part that is "funny".....
I am thinking of swapping the GBIC but wanted to eliminate other options
first....
