If you are running the right IOS you may also find that:

eigrp router-id x.x.x.x

in your address-family config is helpful in bringing up the eigrp
session.

No, you can send frame-relay over the E1 providing the other end is 
configured the same,  you do not need a frame-relay circuit, the 
frame-relay is simply another type of encapsulation you can use (like 
HDLC/PPP)
