[c-nsp] IOS 12.2.33 SRA in 7600

We ran into CSCse49697 (Cannot disable BGP next-hop tracking) on 
12.2.33SRA.  TAC claimed they'd make the bug public, since it was 
classified as an internal defect, but I don't see it in the release 
notes of SRA/1 as being fixed.  I also still don't see the bug ID on 
cisco.com.
