Cisco seems to now have a 3 tier authentication program.  First domain to 
request user/pswd is when accessing CCO domain:
http://www.cisco.com/cgi-bin/Software/Iosplanner/Planner-tool/iosplanner.cgi?majorRel=12.0
Now select a feature set like SERVICE PROVIDER/SECURED SHELL 3DES (meaning 
Crypto).

The next domain will be crypto legal which requires again authentication 
and finally, CCO FTP domain also requires authentication.

So which of the 3 different steps is not letting you pass? :-)
