[c-nsp] VACLs on 2600XM

This is probably a no-brainer, but ...

As far as I can tell, 2600XM series routers (w/ no Etherswitch module)
cannot support VACLs, correct? Indeed, my impression is that even with an
Etherswitch module, VACLs would not be supported

Guess it's time to upgrade ...
