Yes.

Christian already mentioned it, but have you tried:

int gi0/21
 media-type sfp

Then try changing the speed and duplex (to 100-full):

 speed 100
 duplex full

The Cat2960 config guide[1] says:

"When you change the interface type, the speed and duplex
configurations are removed. The switch configures both types to
autonegotiate speed and duplex (the default). If you configure
auto-select, you cannot configure the speed and duplex interface
configuration commands."

100BASE-FX interfaces support only 100Mbps and do not support auto-neg.
