You touched on part of it - perception.  The way many people were 
originally sold on the concept of an SSL VPN was that an additional client 
wouldn't need to be installed on end user machines, even though that's 
untrue.  Most commercial SSL VPN implementations I've seen might be 
initially launched from a web browser, but an app (Java or otherwise) is 
usually downloaded to the user's machine to allow the VPN to actually do 
useful things.

I think another part of it came from the perception that getting IPsec 
VPNs working was hard.  Granted, in some cases it's still not exactly 
pleasant when multiple vendors are involved, but thingsh ave gotten much 
better in recent years.
