I would say any user with 'enable' privileges and no privileges to run
commands besides 'write term' would work.
The URL would be https://<device>/exec/wr%20term. However, I personally
have not tried just grabbing the config this way, so I'm not sure if it
would actually work or not. We use two config management tools to back
up all of our configs through SSH.
