[c-nsp] copy tftp flash gives OOOOOO!OOOOOO!

The Os mean out of order.

Which means what you are TFTPing is over 18.4MB and crappy TFTP
servers (Solarwinds, Cisco...) reset their sequence number to 0 after
18.4MB... Get 3CDaemon
