[c-nsp] T1 dropouts

Hello,

 I have a 3640 router with a WIC-1DSU-T1 connecting to a CISCO 2620 with a
WIC-1DSU-T1 - 

 

 For the most part - everything works great. But every-so-often the link
drops and the Alarm lights come on. I would think that if the configs were
wrong the link wouldn't work at all.. Is this a hardware failure of the
WIC-1DSU-T1 or a line issue?
