It means <ingress queues/egress queues>

Q = a normal queue
P = a priority queue
T = a taildrop threshold

1p3q8t means the interface/asic/line card supports 1 priority queue, 3
normal queues and each normal queue has 8 taildrop thresholds. Doesn't say
how configurable these are but it does give you the hardware capabilities.

Also note that some line cards use one asic for multiple ports and as a
result enabling qos on an interface might enable it on the whole asic and
thus on some onther interfaces in the line card as well. This is typically
the case for LAN type line cards.
