I personally use Net::Radius::SSG instead of SESM, and have zero
complaints.

It is possible to emulate the SESM functionality using
publically available documentation. Essentially you
need to create a radius compliant client/server to
communicate with the IOS SSG process, and a web server
to provide the portal itself. There is a perl module
(Net::Radius::SSG) which provides the framework for
doing a lot of the SSG communication.
