[c-nsp] CMTS with COPS and gates

We are trying to implement policy control with COPS on our CMTS. A
voice call without policy control using COPS works fine in the present
configuration. We are not sure what this error message could mean. We
suspect that the Policy Control Server is not properly implementing the
standard or additional CMTS configuration is required.
Does anyone have a sample CMTS config for this?
