They are probably exporting Netflow data to a collector and then breaking 
out traffic levels for different source or destination ASNs.  The 
resulting data could be fed into MRTG or other visualization packages that 
can produce output that looks like MRTG.

There are lots of Netflow collection, analysis, and visualization tools 
out there - some are free and some are commercial software.  A great 
starting point may be found at:
