"Yes".  Emphasis on "or".

This has been discussed and answered in great length on this list, and
can be found in the archives - the short version is "unless you do 
something that will force software switching, GRE tunnels are hardware
switched".  One important caveat is that every GRE tunnel MUST terminate
on a DIFFERENT local IP address - otherwise: software switching.
